A Study on Policy Direction for the Development of the Fisheries Industry and Fishing Communities of the Future

Summary


◦ Having responded to environmental and historical changes at home
and abroad, Korea’s fisheries industry and fishing communities has led
the development of fisheries industry. To support such development,
various fisheries policies have been established and implemented.
- In the process of economic development, however, the industrial
position of fisheries industry has dwindled. Also, fishing communities
are losing their vitality due to aging and the outflow of workforce.
- The policy for the fisheries industry and fishing communities should
be shifted into the direction with which one can actively respond to
production uncertainties, demographical changes, changes of consumer
tastes as well as social values, globalization and new protectionism,
decreasing workforce in fisheries and the 4th industrial revolution etc.
- Meanwhile, major issues for international organizations including the
UN and FAO include strengthening fishing regulation and the
response against climate change for the sustainable use of fisheries
resources. Countries are locating the management of fisheries resources
and the stable supply of fishery products as important fisheries policy
◦ The study identifies the perception and policy demand for the fisheries
industry and fishing communities in the future. For this purpose, it
carries out public survey, big data analysis on social media and Delphi
survey to experts.
- According to the results of public survey and big data analysis on
social media, the public responds ‘positive’ on the fisheries industry
and fishing communities. In addition, future policy for the fisheries
industry and fishing communities should be developed to stably
provide safe fishery products and to respond to the public demands
for leisure activities.
- The Delphi survey conducted to experts shows that the top priority
goal for the policy in fisheries industry and fishing communities is
‘stable supply of safe fishing products’. And the general public and
experts share the same opinion.
- ‘Stable maintenance and expansion of seafood production’ is the
most basic role of the fisheries industry and fishing communities.
Only when the stable supply of seafood takes place first, it is
possible to promote the seafood industry, expand its exports and
vitalize fishing village related industries. In this respect, the ‘Stable
maintenance and expansion of seafood production’ is considered the
most important policy direction.
◦ Based on the study results mentioned above, policy direction for the
fishing industry and fishing communities should reflect the changes of
new paradigms. At the same time, policy should be implemented in
the way to maintain and strengthen the multilateral functions of the
fisheries industry and fishing communities.
- The study suggests the future vision for the fisheries industry and
fishing communities as ‘Fishery industry to serve the public, fishing
communities with the future’. To achieve this vision, mid-to-long
term goals include ‘Growing into high value added fishery industry’,
‘Supply high quality seafood’ and ‘Bring about fishing communities
where people are happy’.
- The basic policy direction for the fisheries industry and fishing
communities is as follows: ‘Resources and the fishery industry sharing
with the future generation’, ‘Seafood on the table aiming to satisfy
the taste of customers’, ‘Ocean with opportunities, fishing communities
where people are eager to return’ and ‘Infinite expansion of global
territory of fishery economy’.
- The study suggests future strategies and implementation tasks for
each sector to realize these four basic directions, presenting supporting
system and roadmap.
◦ The following five policies are suggested to the government in order to
smoothly implement policy direction for the future fisheries industry
and fishing communities.
- First, establishing an information system on the supply of fishery
foods; second, improving relevant laws and systems; third, setting up
a new fishery governance; forth, pushing ahead the 4th industrial
revolution in the fisheries industry; and fifth, nurturing futureoriented
fishery workforce
