A Study on the Sustainable Development Strategic Plan of the IMO

Summary


◦ IMO member States are making efforts to achieve the target for every
important category based on IMO Strategic Plan. Thus, countries
reflect IMO SP into their major policies and prepare to legislate and
revise relevant agreements and laws.
- IMO’s plans and directions are expected to have a huge influence on
Korea’s maritime industry including shipping and shipbuilding. Thus,
preparation is necessary.
- The development of advanced maritime technologies results to the
development of business models for preventing maritime accidents
and relevant industries, which generates additional values.
- Sustainable paradigm changes are essential such as analyzing major
agendas discussed in IMO and reflecting to maritime policy etc.
◦ When comparing with IMO member states’s policy for responding to
SP, these countries concentrate on establishing legal foundations and
solutions for environmental protection. Furthermore, member states
are expected to develop shipping and vessel-related regulations
following technological development, and strengthen the regulations.
- Based on the comparison study by countries, it is important to
concentrate on the following areas; preventing pollution resulting
from air pollutants emitted from ships, strengthening the security for
information security system following ICT development and
improving regulations and systems which connect technology with
environmental issues.
- Both Japan, Korea’s neighboring country, and Singapore suggest to
the implementation of reasonable and consistent regulations as well
as environmental protection through reducing greenhouse gases, and
the development of human resources.
◦ The Republic of Korea is actively responding in terms of developing
and implementing IMO regulations. However, Korea’s policy falls short
of accessing IMO regulations or improving relevant working practices.
- Shortcomings of Korea’s policies should be identified considering
economic, technological and policy perspectives in strategic
implementation of IMO. Then, efforts should be made for further
development.
- By closely recognizing the status of government policies and that of
maritime industry, external competitiveness should be secured. In
addition, it is necessary to strengthen the global competitiveness of
shipping and shipbuilding equipment industries.
