A Study on the Policy for Enlargement Applicationof Eco-friendly Technology for Korean Ships

Summary


○ Eco-friendly technology has been highlighted in the shipping market as newly built ships were obliged to adopt Energy Efficiency Design Index (EEDI) since January 1, 2013.
   - Demand for larger container ships has been on the rapid rise. Introduction of eco-friendly ships is a must for cost reduction.
   - Early adopters of eco-friendly ships and technology are conducting M&A for strategic partnership of ship operation, reorganizing the shipping market.

○ Meanwhile, Korea has carried out charter service since the IMF crisis, which increased financial burden of the shipping industry. The industry is now struggling to secure its competitiveness. 
   - As the shipping industry is one of national mainstay businesses, it needs to adopt and expand the use of eco-friendly technology for the shipping industrial renaissance and better future. For that purpose, relevant laws and regulations should be prepared by the industry, government and other organizations.
   -Government-wide policies, including financial support and industrial development system, should be prepared with insight of CEOs at shipping companies.

○ Legally binding policies and regulations need to be prepared based on analyses on overseas cases.
   - Relevant bills should reflect analyses on China’s financial support for scraping of aged ships and should include concrete comment on Korea’s financial support policies.
   - Provisions of the bills need to include direction, principle and size of financial supports agreed by government, CEOs of shipping companies and financial authorities. This will provide strong binding force.
