A Study on the Establishment of Marine Spatial Planning Information System

Summary


○ Defining the concept of MSP information system will lay the foundation to which
various entities related to MSP information are able to accept and agree on.
- Currently, various terms are mingled and used regarding MSP information
system. Therefore, in the process of establishing and applying information
system for MSP, it could trigger wasteful debates not only among suppliers,
processors, and users but also among decision-makers who legislate and
enforce the policies and systems.
- It is necessary to establish the terminology to which various entities related to
MSP information are able to accept and agree. Marine spatial planning
information system is defined as a combination of technology, law and system to
produce, store, process, analyze and handle marine information that a country
operates for the purpose of managing marine space.


○ The study conducts literature review and survey on experts to diagnose the MSP
information system in Korea. According to the result, the demand of MSP
information has expanded, but there are limitations including the lack of
information on the influence and interaction of marine ecosystem and the low
level of connection and application of marine information.
- As marine use has become increasingly diverse, the demand of MSP information
has expanded. However, marine information system in Korea provides
insufficient amount of information on the influence and interaction of marine
ecosystem. Moreover, it requires a systematic connection between
spatialization/marine information list and detailed data of each item.
- Other problems such as poor connection and conversion of marine information
as well as the lack of law and system regarding the application of marine
information are included.


○ The study analyzes land territory management information system and foreign

cases of establishing MSP information system. The former analysis provides
implications that land information system overcomes the problems of previous
systems. The latter case also gives implications in establishing MSP information
system, in terms of information items and information systems.
- The land information system had problems caused by previous systems which
had been established by individual laws. In order to address these problems, the
system has made efforts such as reestablishing the features and roles of each
stage of the system. As a result, a framework for land spatial management is
established from information building for establishing and implementing
territorial plans to developing a support model for the plans
- The U.S., UK and Japan analyzes to draw implications for establishing marine
information system. According to the result, information items provide the most
basic and highly trustworthy information befitting to the purpose of MSP. In
addition, their information system gives MSP customized services with extensive
information by establishing a GIS based system.


○ The study put together the concept of MSP information system, the analysis of
land and foreign cases, current operation system and the experts’ opinions
(SWOT-AHP analysis). Therefore, it presents three basic directions, including
strengthening information sharing system for MSP as well as four major
implementation tasks.
- Based on SO strategy and WO strategy, the study analyzes and reviews the
necessity of the establishment of the information system which enables
systematic support of MSP. Also the governance to overcome the absence of
MSP related information policy and its organizations is needed.
- Through this effort, basic directions such as strengthening the existing
information sharing system, responding to the demands of MSP information and
establishing the governance for marine information system are drawn.
- Also, four major implementation tasks are presented. It is important to arrange
ocean investigation system and investigation items such as expanding
geographical scope of EEZ for legal investigation. And data analysis and
technology development for MSP should be carried out including defining and
establishing a MDSI model. It is necessary to organize and operate an
organization (tentatively named) Ocean Digital Center, and to improve the laws
and systems by amending existing laws and legislating new law.
