A Study on the Methods of Consumer-based Fisheries Resources Management

Summary


○ The fishery resource management of the world is shifting into the 4th generation
consumer participation based fisheries resource management. In this trend,
Korea is required to introduce and develop the fishery resource management
focusing on consumer participation as an alternative and replacement for
existing ineffective management system.
- The foundation for consumer participation based fisheries resource
management is established as the base for social management has fully matured
following the expansion of consumers’ influence.
- The consumer participation based fisheries resource management is emerging as
a way to supplementㆍalternate the limitations of the government’s fishery
resource management
- Korea should respond to the global changes of direction and supplement the
limitations of the government-led management. Thereby, it is necessary to
introduce the consumer participation based fisheries resource management
befitting to Korean conditions.


○ Relevant conditions for consumer participation oriented fishery resource
management are steadily prepared, such as increasing consumer awareness on
eco-friendliness, expanding their participation and strengthening the
foundation for sharing consumer information.
- Consumer awareness and participation are enhancing as the certification system
for sustainable fisheries resource management is expanding and consumer
movement for sustainable fisheries resource management is underway.
Therefore, this global trend is expected to steadily spread out in Korea.
- The importance of consumer participation based fisheries resource
management is increasingly highlighted. Because the foundation in which
consumers participate in fisheries resource management has strengthened as
the base for sharing consumer information and institutional base have
improved. Also, environmental regulation has strengthened and sustainable
fisheries resource management has become a standard.


○ South Korea has yet to introduce sustainable fisheries resource management.
According to the analysis of domestic cases and survey, however, the conditions
for introducing consumer participation based fisheries resource management
have fully prepared. The study draws implications for introducing consumer
participation based fisheries resource management system based on advanced
cases in Korea and overseas.
- The study looks into the following cases to derive the implications of introducing
and operating consumer participation based fisheries resource management;
the operation of eco-labelling system in environment sector, recent spread of
ethical consumption and intermediate consumers’ increasing interest to
sustainable fisheries resource management.
- Also, the study draws implications for introducing consumer participation based
fisheries resource management in Korea based on the cases such as consumer
movement and certification system related to sustainable fisheries resource
management in overseas.
- According to the result of survey to consumers, consumers’ willingness to
participate is significantly high when sustainable fisheries resource management
is introduced. Moreover, Consumers largely agree with the necessity to
strengthen the fisheries resource management.


○ The study set up a target of ‘Improving the effectiveness and efficiency of
fisheries resource management through the expansion of consumer
participation’. To achieve this target, basic directions are suggested, such as
establishing the foundation for customer participation, developing measures for
fisheries resource management and building consumer participation based
operation system.
- It proposes measures to build a legal, institutional and social foundation as well
as methods to strengthen education and PR activities in order to establish a base
for customer participation.
- For developing measures for fisheries resource management, it presents to
introduce the certification system for sustainable fisheries resource management
and activate consumer reporting. It is also suggests to develop programs and
incentives to encourage the participation of consumers and producers and alert
notification system for sustainable fisheries resources.
- Suggestions are made to establish an information sharing system on fisheries
resource management, set up a committee for consumer participation oriented
fisheries resource management. Also it is necessary to operate a dedicated
institute for consumer participation based fisheries resource management for the
purpose of building an operation system focusing on consumer participation.
