Analysis on economic effects of port shutdown

Review foreign and domestic port-related natural and man-made disaster cases


 – Regarding natural disasters, the Great Hanshin Awaji Earthquake in Japan occurred in 1995, the Typhoon Maemi that swept the Busan Port, Korea in 2003 and the Tohoku Earthquake happened in Japan in 2011 are studied.

– For man-made disaster-caused port shutdown, LA Long Beach Port workers’ strike in the US reviewed.

– Foreign policy response cases studied and major port disaster prevention and response systems compared and analyzed to review the scale of quantitative damage


Estimate economic side effects of port shutdown through an input-output analysis model


– Predict port shutdown enablers and triggers – Develop a causal map of port shutdown to estimate possible loop and side effects.

– Possible port shutdown scenarios are developed to calculate accompanying effects on national sales volume and sales volumes by region and industry.


Review national infrastructure emergency response system and find its implications


– Investigate domestic emergency management system in the disaster area, basic guidelines on national infrastructure protection and government’s port-related safety plans.

– Comparing with advanced countries, Korea has a lower level of port disaster manuals. It is therefore imperative to establish a framework protection plan for national infrastructure, especially for ports nation-wide.
