4월 말 카를로스 라파엘(Carlos Rafael, 미국에서 가장 큰 상업용 어선의 소유주)은 쿼터 위반, 음모 및 탈세 협위로 유죄 판결을 받았다. 이 판결로 뉴잉글랜드의 어업관리 시스템의 하나인 “캐치 쉐어(Catch share)” 프로그램에 대한 비판이 재점화되고 있다. 라파엘의 사건은 일부 부유한 소수 기업인들이 어획량 공유 프로그램을 오용하여 기업의 덩치를 늘리고, 가격을 마음대로 조정할 수 있음을 보여주고 있는 사례이다. 루터스 대학(Rutgers University)의 보니 맥케이(Bonie McCay) 명예교수는 이러한 어업관리 시스템을 제대로 모니터링 할 수 있는 시스템과 제도마련이 시급함을 강조하고 있다.
