지난 3월 아이슬란드 수도 레이캬비크에서 열린 제 5차 북극해 어업 규제 논의에서 북극해 연안 국가(캐나다, 미국, 노르웨이, 러시아, 덴마크), 비북극권 국가(아이슬란드, 중국, 유럽, 일본, 한국)는 중앙 북극해(central Arctic Ocean) 어장 보호에 관한 합의에 거의 도달했습니다. 회의에 모인 각국 대표는 중앙 북극해 어장 연구 조사, 모니터링 프로그램, 실험조업(Exploratory Fishing) 지원, 북극해 관련 데이터를 수산 정책 수립에 반영하기로 합의 했습니다. 협정에 포함되는 지역에 대한 법적 설명(legal description), 의사 결정을 위한 절차, 지역 수산 기구 창설 여부 등의 사안에 대해서는 향후 국가간 조정이 더 필요할 것으로 보입니다. 새로운 북극해 중앙 어장 보호에 관한 협정이 체결되면, 별도의 과학적 어업 관리 조치가 있을 때까지, 중앙 북극해 110만 평방 마일(square miles)에 대해 상업적 어업이 금지됩니다. 향후 협정 체결에 귀추가 주목됩니다.
