      IMO 사무총장은 소말리아 푼트랜드 (Puntland)에서 지난 13일 발생한 Aris 13호(파나마 선적, 1,800톤, 스리랑카 선원 8명승선) 납치 사건을 계기로 해운업계에 해적행위 피해예방을 위해 IMO 지침 및 최상의 해적피해 예방조치를 강구할 것을 촉구함.

      "2012년 소말리아 해적에 의해 마지막으로 보고된 납치사건 이후 소말리아 해적행위가 매우 감소된 것으로 알고 있으나, 실제로 소말리아 연안의 해적행위는 근절되지 않았으며 근본적인 조건은 변하지 않았음. IMO 지침 및 최상의 해적예방을 위한 지속적인 조치를 취하여 아덴만과 서부 인도양에서 발생할 수 있는 해적행위에 대한 보호조치를 계속 취해야 함.

      그는 또한 8명의 스리랑카 선원들의 안전하고 신속한 석방을 보장하기 위해 신속한 조치를 취하기 위해 소말리아 연방정부와 푼트랜드(Puntland) 지역 당국에 협조를 촉구함.

      IMO에 보고된 정보에 따르면 2012년 5월 유조선 Smyrni 이후 소말리아 해적들이 IMO 규정을 적용한 선박에 대한 납치사건이 처음 발생하였으며, 이 선박이 지난 13일에 발생된 Aris 13 유조선의 납치 사건으로 알고 있음

      2012년 이후로 소말리아 해적들은 계속 함선을 납치하려했지만 그 빈도는 낮았음. 이 지역에서 가장 최근에 시도된 공격은 2016년 10월에 영국의 석유제품운반선 CPO Korea호 이었으나 이 선박은 해적의 공격에 잘 대응하여 안전하게 운항할 수 있었음.

      특히, 위험도가 높은 지역을 통과하는 선박은 IMO 안내 및 최상의 해적퇴치 방법을 준수하여야 함. 또한, 아프리카 해군보안센터(MSCHOA, Maritime Security Center, Horn of Afraica)에 등록해야 하며, 두바이에 있는 영국 해군정보기구(UKMTO, Royal Navy’s Maritime Trade Organization)에 보고해야 함. IMO 지침 및 BMP (Best Management Practices)를 철저하게 이행하고 IRTC (International Recommended Transit Corridor)를 준수해야 함.

      *** 3월 17일 EU해군(소말리아 주둔)은 3월 1일 승무원을 붙잡은 무장한 해적들이 소말리아 북부 해안의 안전한 항구로 유조선 Aris 13과 그 승무원들이 항해 중임을 확인함. 승무원이 4일 동안 고문을 당하지 않고 부상당하지 않았음을 확인했다고 전했으며, 17일 소말리아 정부는 선박과 선원들을 조건없이 풀어줬다고 밝혔으며, 석방된 선장과 선원은 19일 소말리아북부의 푼트랜드에 도착함.

      IMO Secretary-General urges vigilance after tanker hijack

      IMO Secretary-General Kitack Lim has urged the shipping industry to apply diligently IMO guidance and best management practices to avert possible piracy attacks, in the wake of the hijack of the Aris 13, off Puntland, Somalia.

      “While we have seen a very welcome decline in piracy off Somalia since the last reported hijack by Somali pirates in 2012, the reality is that piracy off the coast of Somalia has not been eradicated and the underlying conditions have not changed. Merchant shipping should continue to take protective measures against possible piracy attacks in the Gulf of Aden and the western Indian Ocean through diligent application of IMO guidance and Best Management Practices,” Mr Lim said.

      He also called upon the Federal Government of Somalia and its regional authorities in Puntland to take prompt action to ensure the safe and speedy release of the eight Sri Lankan seafarers.

      Data on incidents reported to IMO shows that the hijack of the tanker Aris 13, on 13 March, is the first reported hijack of a vessel covered by IMO regulations by Somali pirates since the tanker Smyrni in May 2012. Since 2012, although piracy has been largely contained, Somali pirates have continued to attempt to hijack ships, but less frequently. The most recent reported attempted attack in the region was on the UK flagged product tanker CPO Korea in October 2016. In that incident, the ship was reported safe after the attack failed.

      Ships transiting the high-risk area are advised to follow IMO guidance and best management practices. Specifically, they should register with the Maritime Security Centre – Horn of Africa (MSCHOA), report to the UK Maritime Trade Operations (UKMTO) office in Dubai, which acts as the primary point of contact for merchant vessels and liaison with military forces in the region, implement IMO guidance and Best Management Practices (BMP), and follow the Internationally Recommended Transit Corridor (IRTC).

      Note: The EU Naval Force (Somalia) confirmed on 17 March that the fuel tanker Aris 13 and her crew were now en route to a safe port on the north coast of Somalia after armed pirates, who had been holding the crew since 13 March, departed the ship. The master confirmed that his crew had suffered no injuries during their 4-day ordeal.


      EU Naval Force (Somalia) Confirms Fuel Tanker Aris 13 and Crew Are Safe and on Their Way to Safe Port After Armed Pirates Depart Ship

      The EU Naval Force (Somalia) can confirm that fuel tanker Aris 13 and her crew are now en route to a safe port on the north coast of Somalia after armed pirates, who had been holding the crew since Monday 13 March 2017, departed the ship. The master confirmed that his crew had suffered no injuries during their 4-day ordeal.

      It is understood that members of the Puntland Maritime Police Force assisted with the ship’s release and are currently on board.

      Further details about the release are still to be confirmed.
