옵서버 전자 레포팅 툴은 Observer eReporting App을 통해 서·중부 태평양 참치어업의 공급망 투명성 제고 및 추적 강화와 IUU 어업(불법·비보고·비규제 어업) 감소에 도움을 줄 것으로 기대된다. 태평양도서국 포럼 수산 기구(FFA)가 실시한 2016년도 분석 자료에 따르면, IUU 어업의 가장 큰 부분을 차지하는 누락보고, 과소보고, 오보는 해당 지역에서 6억 달러의 손실을 낳고 있다.
2015년부터 세계자연기금(WWF)은 어업통합정보관리체계(iFMS)에서 개발한 Observer eReporting App을 시험하며 내구성 있는 하드웨어 플랫폼으로 이용될 수 있도록 지원해왔다. 세계최대규모의 지속가능한 참치선망 어업을 통제하는 지역 거버넌스 기구인 나우루 협정 당사국(PNA)은 태평양 도서국 최초로 옵서버 프로그램의 일부인 실시간 어업관리 기술을 채택했다.
PNA는 어업관리 및 집행을 위한 보다 나은 정보를 제공하기 위해 심혈을 기울이고 있으며, 모든 참치선망 어업 운영에 대해100% 옵서버를 승선시키고 있다. 또한 WWF의 지원을 받아 PNA 옵서버 에이전시는 옵서버와 PCD 전자통신을 100% 보유하고 있으며 2018년 말까지 PCD와 한 세트인 테블릿을 통해 옵서버가 100% 전자 보고하는 것을 목표로 한다.
