● 해수부 ODA 사업관리 계획 안내
- 월별 진도보고서와 사업추진 공정표는 해수부 부처 ODA 사업을 대상으로 각 사업별 추진실적 및 예산 집행률 등 정기 모니터링을 통한 체계적인 사업관리
- 수행기관 및 유관기관 대상 월별 진도보고서와 사업추진공정표 작성법을 안내함으로써 사업 품질향상 및 성과관리에 기여
- 2023년 해수부 부처 ODA 사업 30건 중 총 27건
- 2023년 월별 진도보고서를 작성법에 따라 매월 25일까지 작성하여 해수부 ODA 전문기관 공식메일(odacenter@kmi.re.kr)로 제출
● 월 정기 모니터링 양식 작성 안내
- 사업의 성공을 결정하는 중요한 시기는 실행과 모니터링 및 제어 단계이기에 모니터링 양식 개발이 필요
- PDM과 같은 표준화된 도구를 사용하여 해수부 ODA 성과 기반 관리 필요
- 한국국제협력단에서는 성과관리의 한 요소로 연보고서 외에도 반기별 사업추진 현황서 작성 요구
- 해당 양식은 사업내용, 사업담당자, 사업추진현황 요약, 산출물, 목적·성과, 목표·영향의 층위별 성과지표 달성도, 사업 추진현황 점검·변경 내용 등으로 구성
● 질의응답 주요 내용
- 보고 자료 작성 필요성에 대해서는 대부분의 기관이 공감하였으나 아무리 간단한 정보라도 기존 분기별 모니터링 입력과 더불어 월별 보고를 추가적으로 해야 한다는 점이 사업 시행기관에서는 부담된다는 의견이 다수
- 주기를 조정하고 모니터링 기관 내부에서도 업무 수행 시 활용할 수 있다는 점을 강조하여 보고 참여 유도 필요. 9월부터 시범 시행 예정
