According to the guidelines on "International Plan of Action for the Management of Fishing Capacity" adopted by FAO COFI at its 23rd session in 1999, States are required to submit the results of their preliminary analysis for the evaluation of fishing capacity until the end of 2000 and establish their plan of action until the end of 2002. This study has been implemented in order to support Korea`s planning of the schedule. As for the results of the preliminary analysis, the inclusion of Korea`s current evaluation system, method and results of appropriate fishing levels, which states the necessity of reducing 20-30% of Korea`s fishing fleets in terms of fisheries resources, would be sufficient for the submission. 



However, regarding the international plan of action which is to be submitted at the end of 2002, it would be advisable to incorporate the following factors: First, it is necessary to evaluate Korea`s fishing capacity in terms of methods recommended by FAO. Fortunately, relevant statistical softwares have been developed and so there wouldn`t be much problem once the data necessary for the analysis becomes completed; Second, Korea`s restructuring efforts, especially buyback policies which Korea has been pursuing since 1994 need to be underlined. Korea has substantially reduced its fishing vessels and is scheduling for further reductions although there aren`t many countries throughout the world that has actually reduced their fishing vessels; Third, along with Korea`s efforts to deal with the flag of convenience problem, that is, efforts to convert the flags into Korean flags, current plans to actively participate in international organizations and agreements should be stressed.
