Nowadays, tourists have a increasing tendency to pursue newer and more diverse leisure experiences and make various outdoor recreation activities. But the metropolitan area lacks urban parks and outdoor places that offer the space to the citizens where they can rest, enjoy leisure and sport activities. 



This study aims to make a sustainable plan of the Shihwa Lake with the eco-tourism concept where citizens of the metropolitan area can enjoy various leisure activities. To achive this purpose, this study analyzed the current environment of the Shihwa Lake and reviewed the development plans of departments in central and local governments. The result of this analysis shows that there are many environmental problems and conflicting opinions among the plans of the Shihwa Lake. Therefore, it is necessary to draw up a plan that can solve this problem, both satisfying environmental constraints and leisure demands from the metropolitan area. 



The analysis of the questionnaire which asked the citizens of the development direction shows that most of them want the Lake to be kept preserved by building eco-friendly tourist facilities. This study also shows that most demanding tourist facilities in metropolitan areas are various kinds of athletic parks, golf courses, marinas, aquariums, and ecotourism facilities for tidal flats, bird watching and so on. 



Therefore, these facilities were analyzed in terms of possible environmental effects when they were developed in the Lake, and accordingly the possibility of each facility to be accepted in the development plan was checked. It can be concluded through the study that the tourism facilities of the Shihwa Lake must be developed step by step considering the minimal impact on the environment to make it a place where people can enjoy excellent leisure and rest and get ecological education.
