The Gross Domestic Product of Korea has had an annual increase of 10.4% after 1990 and although the port throughput has decreased temporarily after the monetary crisis of 1997, it has increased by 9.39% during the past ten years. 



Yet before 1996, Korea’s port facilities investment did not exceed 0.2% of the GDP. In 1998, it rose to 0.26% and decreased to 0.236% in 1999. In comparison to Korea, Japan has invested 0.25~0.4% of the GDP annually in port facilities and Taiwan has invested 0.3%. Korea’s investment is only 80% of that of Taiwan. Such an absolute deficit of investment has caused the present situation of port congestion.



Considering that the demand for government expenditure is on the rise for restructuring the economy, financing port facilities investment will be more difficult than in the past. Therefore, it is an important policy task to distribute the existing Social Overhead Capital investment finances efficiently. It is necessary to adjust the investment amount according to the investment efficiency by analyzing the national economy effect of SOC investment.



This research has developed “The Computable General Equilibrium Model” to measure the economic effect of SOC investment, which will be used to measure the validity and efficiency of port facilities investment. It is assumed that an economy is composed of three components, namely goods and services, labor and capital market. The economic entities taking part in the economy consist of manufacturers, households, government and foreign parties. For an easier analysis, industrial sectors are divided into nine parts, including land transport, port, airport, public sectors, whereby a neoclassical Computable General Equilibrium Model with 200 equations and 47 exterior variables is established.



One finding of this research is that an increase of port investment will lead to greately increasing of export and decreasing the cost of the manufacturing industry. This implies that, in view of the fact that Korea is highly dependent on trade, optimal investment on port facilities is necessary and port investment should not be less importantly treated than land and airport facilities investment.



Therefore, by adjusting up the allocation ratio of transport tax for port facilities among the Transportation Facilities Special Account Enforcement Regulations, more stable investment capital for port construction can be secured. However, it is expected that a governmental investment of an annual 1.7 billion Korean Won will be needed for a budget to build new ports and also for expansion and maintenance/repairs of existing ports. This is not solved by simply readjusting the transport tax. In the long term, it is necessary to find various ways of financing port investment to secure up to 0.3% of the GDP.
