- 유럽연합, 불법 어업에 대한 규제 강화 예정
- 최근 유럽연합 의회 수산위원회(European Parliament’s Fisheries Committee)는 불법 어업에 대한 규제 개정안을 승인하면서 차후 불법 어업에 대한 규제 강화 조치가 시행될 예정입니다.
유럽연합 집행위원회(EC)는 2018년, 공동어업정책을 개선하기 위해 ‘유럽연합의 어업 통제 시스템 개정안’을 유럽연합 의회에 제출했는데요.
공동어업정책(The common fisheries policy, CFP)이란, ①유럽연합 회원국 어민들의 유럽연합 해양 내 비차별적 접근 ②총허용어획량(Total Allowable Catches) ③시장지원을 통한 어민들의 적절한 생활수준 보존 ④수산업의 근대화 ⑤비회원국의 접근에 대한 공동규정에 초점을 둔 유럽연합 차원의 어업정책입니다.
이러한 공동어업정책을 개선하기 위해 유럽연합 집행위가 제안한 ‘유럽연합의 어업 통제 시스템 개정안’은 유럽연합의 선박과 유럽연합 해역 내에서의 어업 활동을 통제 방식의 현대화 및 남획 방지에 관한 것인데요. 궁극적으로는 불법·비보고·비규제(IUU) 어업을 규제하기 위한 것으로, 그동안 합의에 이르지 못하고 5년간 표류하다가 마침내 지난 5월 31일 합의가 이루어져 최종 승인을 거쳤으며, 차후 2~4년 내로 발효될 예정입니다.
