A Study on the Problem and Improvement of the Container Stevedoring Market


1. Purpose
○ The study aims to diagnose causes and problems behind excessive competition at container stevedoring market in Korea.
-To analyze conditional changes in supply and demand of container stevedore market
-To analyze size of national profits and losses in port sector caused by excessive competition
- To examine cases in relevant areas
○ The study presents effective operation measures which can resolve too much competition at container stevedoring market in Korea.
- To conduct surveys and opinion investigations with relevant organizations, such as terminal operation companies, government and customers.
- To present three way measures and their effectiveness, such as supply and demand control at facilities, integration of terminal operating companies, and rent modification.


2. Methodologies and Feature
1) Methodologies
○ To analyze proceeding studies in similar sectors, such as bulk, cargo transportation and construction equipment manufacturing
○ To conduct in-depth interviews with experts and relevant organizations at stevedore market
○ To draw expected quantitative benefits from impacts of stabilization policies (to estimate financial improvements)
2) Feature
○ This policy research tries to draw practical measures to address excessive competition at container stevedoring market of Busan Port, the key port for Korea’s import and export.
○ Therefore, the study is focused on presenting practical measures and estimating expected benefits.


3. Results
1) Summary
○ Competition at container stevedoring market in Korea became excessive from the late 2000s.
-With the opening of Busan New Port (’06), conditions for too much competition matured in 2008.
○ The fundamental causes of excessive competition are oversupply of terminals and operation companies compared to throughput demand. 
- When compared with foreign cases, supply at domestic market drastically increased in comparison to demand. Moreover, there is plethora of terminal operators.
-Another cause is that the capacity of container terminal grew very fast and now it is higher than the ministry's standards
○ The study found that supply and demand control at terminals had the largest impact among three measures to stabilize container stevedoring market. 
- Parts of Busan North Port- which has less competitiveness- need to be converted into different high-value industrial land in the long term. This will greatly contribute to stabilizing container stevedoring market.
-Integration of terminal operation companies can create large impacts if that is carried out continuously. However, stabilization through rents modification is expected to have small impact in practice. 
○ Role of the government is the key in stabilizing container stevedoring market in the long term. 
- Policies should be planned to make use of spare capacity of container terminals.
-Cargo handling capacity at container terminals needs to be reviewed
-Selection standards for operation companies need to be revisited, with ‘stable container stevedoring market’ in mind.

2) Policy contribution
○ The study provides basic information necessary for preparation of governmental measures to stabilize container stevedoring market.
-The study presents macro impacts of stabilization by three measures quantitatively.

3) Expected benefits
○ The study helps to prepare stabilization measures which will address excessive competition at container stevedoring market.
-The result can be actively used for stabilization measures since it showed competition level at the market and the measures’ impact on improving the finance of terminal operators.
