A Study on Better Usage of Marine Meteorological Information


1. Purpose
○ Recently, meteorological disasters result in increasing social and economic damages but ocean sector remains vulnerable to weather changes. Therefore, the study aims to enhance meteorological information use to reduce damages on ocean sector as well as to promote its sustainable growth. 
-To propose measures to provide marine meteorological information which can satisfy end users such as those in coastal fishing villages, logistics, port, shipbuilding, plant and marine tourism industry 
-To present better delivery system for marine meteorological information
-To explore new demand for marine meteorological information use


2. Methodologies and Feature
1) Methodologies
○ To analyze domestic and international cases on marine meteorological information usage
○ To conduct interviews and surveys on current use of marine meteorological information and tasks for their improvement
○ To compose/operate an expert consultation group in order to explore new demand for marine meteorological information usage
2) Feature
○ This study improves information contents of the Korea Meteorological Agency and its delivery system, while exploring new types of marine meteorological information service required by the field. It induces sustainable growth of marine industry and stronger responses to meteorological disasters by changing recognition about meteorological information use and pursuing new projects.


3. Results
1) Summary
○ The study built governance for marine meteorological information use.
- It built a cooperative system between meteorological agency and marine and fisheries organizations by establishing ‘the Marine Meteorological Information Policy Council’ composed of the Ministry of Oceans and Fisheries, Korea Meteorological Agency and other main players.
- It explored cooperative projects, such as development of marine meteorological industry, meteorological support for marine leisure and sports, coastal erosion/disasters and weather usage for marine environment.

- The government can build marine meteorological observation facility and consign data construction to private companies. In this way, private meteorological companies can earn support and joint information use system can be established.
○ The study built the coastal water information providence system.
- For safe ship operation in coastal waters, more detailed information should become available more often to supplement short-term forecast provided by the Korea Meteorological Agency.
- For safety of small ships, fishing ships, leisure boats and fishermen, the Korea Coast Guard needs to build the Coastal Water Information Providence System which provides comprehensive information collected from the KMA and other forecast equipment as well as experience and knowledge of field workers.
○ The study suggested strengthening contents of weather information service and PR activities.
- Fog information should be added to daily and weekly forecast to support safe ship navigation.
- Fisheries meteorological courses at some local KMAs needs to go nationwide and education and PR activities for those in the marine sector should continue.
○ The study helps marine sector and meteorological industry to grow.
- Compared to agricultural and other industries, marine industry has relatively fewer number of private meteorological service companies which use weather information for their businesses.
- Various businesses can be found by converging information on the ocean and safety with those on weather. At the same time, private business should be given more participation opportunities.
- The New Industry Policies of the Ministry of Oceans and Fisheries should include strategic development of marine meteorological industry. Moreover, the industry should actively participate in the meteorological industry development master plan of the KMA.
○ Marine meteorological forecast equipment need to be expanded, while mobile equipment should be used.
-Ship participants in meteorological observation require incentives and the number of participants needs to increase.
- Light house can be used as automatic meteorological observation equipment and additional CCTVs are required.
- Observation equipment unswayed by typhoon and bad sea weather as well as portable equipment for certain waters are necessary. Moreover, they need to be developed with domestic technology.
○ The study explored new demand for marine meteorological information usage.
- To establish the heaving wage information system
- To provide wave overtopping service to reduce risk of shipbuilding and offshore construction
- To develop service indexes specialized in fisheries based on meteorological information
- To develop port cargo handling indexes and to advance port weather information service
- To build the marine leisure, sports, weather service and comprehensive fishing information system
2) Policy contribution
○ In line with ‘Government 3.0’, the study presented three new types of services in the marine sector based on meteorological information.
- It provided marine weather safe information for port and logistics works.
○ It strengthened policy linkage based on cooperative system among marine and meteorological organizations.
○ It contributes to creating jobs and paving the foundation for marine meteorological industrial development as one of new industries in marine sector. 
3) Expected benefits
○ The study will expand policy demand by discovering weather information and weather information service required by marine sector.
○ It will build the groundwork for weather, marine sector and safety convergence information system focused on consumers, instead of suppliers. 
○ It will raise awareness about importance of meteorological information and its usage in marine sector.
