A Policy Study on Fishing Communities in preparation for the Era of Population Extinction

▸ Fishing communities are faced with extremely poor living conditions compared to cities in terms of declining population and delivery system of public infrastructure. In particular, the public infrastructure of island regions was analyzed to be very poor compared to that of fishing communities in coastal areas.
▸ Domestic and foreign cases of policy response and the survey result of Korea’s fishing communities are summarized as follows;
- First, the government needs to establish a mid-to-long term strategy based on the forecast of local areas at the risk of extinction in coastal and fishing communities and pan- governmental measures following the prospect of declining population.
- Second, revitalization of local areas is required through innovation of local governments and inflow of young workers.
- Third, it is necessary to form base areas of living service for improving the delivery system such as transport, medical treatment, welfare and culture of coastal and fishing communities. In addition, the quality of local residents’ lives should be enhanced by increasing the connection with neighboring fishing communities.
- Fourth, local talents should be nurtured for the future by specializing local schools and facilitating new migration.
- Lastly, local industries should be fostered such as the 6th Industrialization to create new jobs and added value.
▸ This study analyzed the causes of rapidly declining population within fishing communities, coming up with countermeasures. For this purpose, the study carried out an awareness survey targeting residents in fishing communities and cities and the result is as follows;
