A Study on Improvement Measures for Coastal Erosion Management Policy

Summary


◦ Establish the basic policy directions for erosion management
- Policies appropriate for extensive, longer-term goas need to be
established for sufficient natural recovery
- Fundamental solutions to eradicate erosion causes need to be developed
proactively
- Policy effectiveness and effects of projects need to be improved by
operating erosion management resources in an integrated manner
- Coastal erosion management foundation need to be reinforced by
area such as system, organization, technology, etc.
◦ Tasks to Improve System and Policy
- Mid and longer-term coastal erosion management strategies need to
be established to integrate the entire response processes to form an
organic network though improvement of the Coastal Maintenance
Basic Plan. And erosion risk assessment, designation and management of
erosion management areas, governance establishment, post-management
and capability build-up need to be added
- The authority of the Ministry of Oceans and Fisheries that manages
coastal erosion affairs need to be expanded to include erosionrelated
land areas, and the consultative system with related ministries
and local governments need to be reinforced
- Integrated Soil Management System need to be introduced, which
includes revision of laws and regulations to require discussion for the
use of stream sand, establishment of integrated governance among
stakeholders and soil monitoring
- In order to manage negative side effects of excessive coastal
development including coastal erosion from its source, the system in
which the government purchases the coastal areas prone to disaster
risks need to be introduced and enforced

◦ Tasks to Improve Project and Technology
- Coastal management projects need to be expanded into wider scope
as disaster management project and effects of project including
post-management cost need to be managed systematically
- Measures need to be established and promoted based on the result
of review on the effects of projects by progress phase and the
projects executed in the drift sand area need change in an execution
way therefore to be integrated and implemented together
- Post-management need to be reinforced through facility investigation
and post-effect assessment
- Specialized organizations need to be established to support
decision-making, to develop policy and promote technological
development and to collect and manage information
- Actual-size infrastructure need to be established to verify technology
and projects
◦ National consensus need to be created for stable policy enforcement
◦ In order to understand cause and damage of erosion and to secure
support and enforcement power for coastal erosion management
policies by supporting fundamental and longer-term efforts, people’s
awareness need to be raised through development and implementation
of awareness programs
