The Measures to Strengthen Effectiveness of Marine Protected Area (MPA) through Policy Network Analysis

The stakeholders of MPA maintains not that high level of management. Some of the designation purposes are achieved, but still efforts should be made to increase performances. The reasons for the awareness that the management effectiveness is low vary from the poor voluntary participation of the community, resources investment issues, lack of management workforce, management authority issues to the issues of selecting appropriate regulation measures. Thanks to management projects, community participation increased and image of the region is improved. However, stakeholders still recognize that improvements should be made for protection of endangered species and enhancement of the ecosystem.


According to the analysis on social network, government organizations including the Ministry of Oceans and Fisheries, city, provincial, county and district governments and Regional Maritime Affairs and Port Offices have played key roles in managing MPAs. It implies that the government leads the management of MPAs and city, county and district governments are analyzed as the most important policy actors. Meanwhile, fishermen represents contradictory characteristics as they causes conflicts and cooperates at the same time as a policy actor and are highly evaluated with the same level of a civic group.


According to the in-depth interview with the MPA stakeholders, government organizations, civic organizations, regional development research institutes and marine environment management corporations share the similar awareness at the stage of recognizing pending issues and management planning, however show somewhat different recognition with fishermen and residents. At the stage of recognizing pending issues, government organizations, civic groups, regional development research institutes and marine environment management corporations appreciate ecological values of MPA, however fishermen, residents and businesses consider its economic values the most. While the majority of stakeholders agree with the necessity of the space planning at the stage of management planning, fishermen have negative recognition on its realizability. And all stakeholders take negative view on the professionalism of planning agencies and opinion gathering, the two areas require improvement.


While stakeholders take many different levels of recognition about resource investment and operations, they show similar opinions about the achievements. At the stage of input of resource, stakeholders’ opinions about the appropriateness of the budget vary and they agree with the necessity of establishing visitor centers. However, fishermen pointed out residents can be alienated after the establishment of the center. The majority of stakeholders positively recognize the improvement of marine ecosystem and the increase in the number of visitors among achievements. However, many stakeholders take negatively about the increase in the awareness of marine environment preservation and the increasing fishery production.


Based on the research result, improvement measures for the MPA management are presented by area; that includes improvement of health of the marine ecosystem, improvement of the local residents’ quality of life, systemization of the management governance, strengthened effectiveness of protected area management evaluation, strengthened connectivity between scientific research and policies. As an alternative to increase health of the marine ecosystem, the management of risk factors including pollutants of the surrounding areas and utilization activities and establishment of the ecological index such as protected species and flagship species are suggested. The improvement of the resident’s quality of life can be classified into economic and cultural and emotional aspects. Ecological guide training programs, support for artistic and creative activities of the community, specialization of eco-training and community- specialized festivals are suggested.


The community-based management system should be established based on the strengthened management committee in which stakeholders of all areas such as city, county and district governments and port authorities participate and the roles of the marine environment management corporation should be reinforced. The management evaluation should be separately executed; MPA management policy and individual MPA. The use of evaluation results should increase by the Ministry of Oceans and Fisheries as a policy maker and local governments as an execution body. The measures to increase utility of the management evaluation result are suggested. The management evaluation system can be separated into two parts so that the information about management policy and the overall system is provided to the Ministry of Oceans and Fisheries and the Marine Environment Management Corporation and the information about individual MPA is provided to managers of the local governments. The study suggests the measures to utilize the national marine ecosystem investigation project and citizen monitoring results in reviewing existing MPA boundaries and establishing space planning within the MPAs.


The study suggests the action plans classified by laws, institutions, organizations, workforce and budget to implement the MPA management improvement measures. In the legal and institutional aspects, the management means such as introduction of zoning mechanism and restricted activity are strengthened and the laws and regulations on the local government’s management operations are established. In addition the legal bases for the management and operation guidance are established. The study proposed that the visitor center can be established as a hub to expand a management organization and the visitor center can be specialized with the establishment of a foundation for the operation of the visitor center. It also suggests that the local manager education should be provided to produce more workforce and strengthen working capabilities and the manager network should be strengthened. In addition, budget should be expanded and the management budget execution system should be improved.
