A Study on the Integrated Information Management Measures of Aquaculture
Report No. 2014-13 Research Manager Lee, Jung-Sam
File

The study presents the concept of the integrated aquaculture information management and the necessity of its introduction.

The general concept, related theories and effects of introduction are reviewed before introducing the system.

The concept of an integrated management system and the necessity of its introduction are suggested along with the aquaculture industry-related ideas.

The aquaculture information is classified qualitatively and quantitatively according to a general classification method and the current status of fish-farming information in Korea and its management status are analyzed.

It identifies and arranges several problems from the current management status.

It arranges managerial problems based on an analysis on the current management status of fish farm information.

The integrated aquaculture information management cases are separated into two for analysis; overseas aquaculture cases and the cases in other areas including agriculture and auto industries.

The auto industry shows a high level of similarity with the aquaculture industry as the items required to establish an integrated management system such as issuance, extension and cancellation of a aquaculture license and the items of the management information system such as aquaculture facilities by license type, production information and monitoring are so similar with the high possibility of benchmarking.

The Norwegian case is highly evaluated as the central and local governments, businesses, research centers, academy and the industry maintain cooperative relations in order for integrated information management.

The study presents the goal, basic direction and implementation plans for the integrated management and detailed action plans along with the ways to establish the integrated system under the current circumstances.

Based on the changing aquaculture environment and pending industry issues, ‘improving user convince and strengthening the industry’s competitiveness’ was put forward as the objective of the integrated information management system.

The basic directions in achieving the objectives effectively and efficiently are developed as follows: first, establish a foundation to facilitate the integrated information management; second, implement integrated information management to increase user convenience; and third, increase efficiency of information use and strengthen the aquaculture industry’s competitiveness.

Based on the above-mentioned basic directions, detailed action plans are suggested as follows: establish a legal and institutional foundation to facilitate integrated information management; establish an integrated information management agency; organize an organic network and open and share more information; create useful aquaculture information to enhance user convenience; establish an integrated and systematic information management system; provide a customized total service; strengthen competitiveness of the aquaculture industry; and increase PR activities and education on information use.

To meet the objectives of the integrated aquaculture information management and the related government policies, the measures to establish the integrated aquaculture information management are suggested. It aims to realize the goal of providing a customized total service to the industry to strengthen its competitiveness and the service that is in line with the Gov 3.0, executed by the Ministry of Oceans and Fisheries.
