This study is aims to provide a recommendation for Korean government to effectively deal with "the Draft International Convention on Civil Liability for Bunker Oil Pollution Damage", which is scheduled to be created in May 2001. The research includes review on P & I insurance, international and domestic laws on oil pollution damage compensation, and Bunker convention. The study recommends as followings ; 



First, as the insurance will be applied to vessels of 300G/T and above, the new insurance would not have heavy effect on ship-owners` liability. It is expected that the additional insurance premium for shipowners will be not heavy, when they utilize Korean P&I Club or the Mutual Insurance. 

Second, Korean government shall enact domestic law to accept the new convention. And the certification can be issued by the agency instead of government.
