There is no plan for typical fishing village waterfront development in Korea. The fishing village comprehensive development plan and the island development plan are the major development plans for fishing villages since 1994. This study aims to benchmark a foreign country`s case such as USA and Japan The third section applies to a Japanese fishing village. We have fishing village waterfront facilities such as a fishing park and a fishing pool near the south sea. The management part the waterfront facilities is not the third sector but for the private or public sector. We suggested five stages in developing the fishing village waterfront development plan. So we have the effort to apply the Seo Myon region locating in Nam - Hae Kun. In conclusion, improved and modern fishing villages waterfront facilities would spread good effects such as employment, income, etc.
