Economic cost-benefit analysis is one of the most important quantitative decision-making process in judging the final investment for the developing project. Investment to the diverse SOC(Social Overhead Cost) depends on the result of that and individual analyzing process in each field is already established. 

In this study, an updating alternative system for the existing cost-benefit analysis is proposed  This alternative plan should be effectively used in analyzing the various port development project objectively and fairly, so maintaining the proper port facility for the nationwide level..

Especially, this study focus on the replacement of the benefit items. The existing items calculated in combination with case and without case of investment, is renewed by items based on the concept of saved time-value. Availability of this study is also tested through two case study.
