Although the needs of exploiting new fishing ground have been increased, after the Korea-Japan fisheries agreement, we have not prepared for these needs. 



So this study analyzed the fisheries industry advancing environments into three Southeast Asian Countries(Indonesia, Malaysia, Vietnam) and suggested some counter-measures. We hope that this study could be used for fishing enterprise or fisherman to want to advance the countries. 



This study shows that the three countries are eager to induce foreign investment in fishing, aquaculture, fisheries processing industries and so on. But the conditions of fisheries resources of three countries are not well investigated and infra-structures are poor. Therefore further research on three countries is necessary. 



Finally, we recommended some fiscal and policy supports to fishing enterprise or fisherman by government.
