한국해양수산개발원, GEO Blue Planet 아시아사무국 유치

한국해양수산개발원(KMI, 원장 장영태)이 정부간 기구인 전지구관측그룹 해양프로그램(GEO Blue Planet) 아시아 사무국을 유치했다.

GEO Blue Planet은 해양 관리 역량을 증진하고, “해양 자료와 정보를 사회·경제적 수요와 연계하여 활용”할 목적으로 설립한 국제프로그램이다. 유럽연합과 북미지역에 이어 세 번째로 유치한 지역사무국은 해양쓰레기 모니터링 플랫폼 운영, 해양기관 네트워크 구축, UN 해양과학 프로그램 지원사업, 재해 및 범람에 대한 조기경보시스템 구축, 해양 SDGs 모니터링 사업 등을 추진한다. 올해 4월부터 KMI 최희정 박사(해양공간연구실장)는 GEO Blue Planet 운영위원으로 활동하면서 아시아사무국 유치에 힘써 왔다. 

장영태 KMI 원장은 “KMI의 GEO Blue Planet 아시아사무국 유치를 계기로 우리나라가 기후변화, 탄소중립, 해양쓰레기, 연안재해 등 글로벌 해양 이슈 해결을 주도하고, 전 세계 해양관리 네트워크를 강화하는 데 기여할 것”이라고 전했다. 또한 “자료정보 기반 해양수산정책 고도화와 신남방정책 등 해양외교 강화를 위해 GEO Blue Planet 아시아 사무국을 지원하기 위한 방안을 검토하겠다”고 밝혔다.

해양수산부 관계자는 “이번 GEO Blue Planet 아시아사무국 유치로 북미·중남미 지역의 미국, 유럽지역의 프랑스와 더불어 해양강국으로서 우리나라의 위상을 높이는 계기가 될 것으로 기대된다.”고 밝혔다.

Korea Maritime Institute Succeeds in Attracting the Asia Secretariat of GEO Blue Plant

Korea Maritime Institute (KMI, President Chang Young-Tae) has hosted the Asia Secretariat of the ocean program of the Group on Earth Observations (GEO Blue Planet).

GEO Blue Planet is an international program which was established with the aim of improving the capacity of ocean management as well as to “link ocean and coastal information with societal and economic needs.” 

Following its establishment of regional offices in the EU and North America, the third regional office will undertake the operation of global monitoring platform for marine litter; the establishment of a network of ocean-related organizations; the support of the UN Decade of Ocean Science for Sustainable Development; the installation of early warning systems against disasters and flood; and the monitoring of ocean SDGs.

Since April this year, Dr. Choi Hee-Jung of KMI (Director of the Marine Spatial Planning Research Division) has endeavored to attract the Asia Secretariat while working as a member of the Steering Committee of GEO Blue Planet.

President Chang Young-Tae of KMI said that “Bolstered by our effort for attracting the Asia Secretariat of GEO Blue Planet, South Korea will take a leading role in addressing global ocean issues including climate change, carbon neutrality, marine debris and coastal disasters, while contributing to strengthening the global network of ocean management.” Moreover, he added that “KMI will seek measures to support the Asia Secretariat of GEO Blue Planet in order to advance data information-based ocean and fisheries policies and boost ocean diplomacy such as the New Southern Policy”

One relevant official from the Ministry of Oceans and Fisheries said that “KMI’s success in hosting the Asia Secretariat of GEO Blue Planet is expected to serve as momentum for South Korea towards enhancing its national status as a maritime power along with the US representing North, Central and South America and France representing the EU.”
