In recent, the Regional Coastal Management Plan(RCMP) made by local officers is a detailed action plan to realize Integrated Coastal Management Plan in the local level.

However, Local officers got having some troubles basically on establishing the RCMP and carrying difficultly out it under the Coastal Management Act.

Therefore, the purpose of the study is suggested to the alternatives for solving to the problem related to the jurisprudence of the coastal management and, building on the model for classifying objectively according to the function of the coastal zone.



Major findings are as follows : 



Frist, in the section of the system for RCMP, it is necessary to establish the evaluation system of the ICM, to apply the system flexibly that is the agreement on the using demands in the coastal zone, to improve the guide established on the RCMP, etc.

Second, in the section of the enhancing management ability, it is necessary to strengthen the function to solve the conflicts with among coastal zone uses, to establish the Coastal Management Regional Center and the Regional Coastal Management Council, etc.

Third, the guidebook for taking steps the RCMP will be needed. the guidebook will be consist of 8 steps; the organizing the committee, assessing the state of coastal zone and building on the coastal information, synthesizing main point related to the coastal zone and identifying the conflict of coastal zone use, setting up the goal of the coastal management, making the strategy of coastal management, approving the RCMP, monitoring the performance of the RCMP and then, evaluating the RCMP.

Finally, the consistent criteria and index will be needed to divided into the functional coastal zone for planing control it. So that, the study offered those for fixing the coastal management boundary and the five functional coastal zone.
