The goal of this study is to identify strategies for enhancing the capacity of local governments and increasing the awareness of coastal stakehoders, in order to effectively implement the national mechanism of integrated coastal management.

Specific tasks of this study include: 

 - to review the historical evolution of coastal management policy in Korea and to generalize the observations into a public policy model by identifying important factors affecting the integrated coastal management policy.

 - to analyze the major articles of Coastal Management Law with special regards to their theoretical background, foreign examples, major issues, and future implementation strategies 

 - to identify the needs for enhancing public and government awareness on integrated coastal management and to suggest education and training strategies for government officials and coastal stakeholders at local level.
