Since 1996, the Memorandum of Understanding on Port State Control in the Asia-Pacific Region has attained the inspection rate of 50% of ships operating in the region annually, showing that it achieved the primary target inspection rate three years ahead of the date as provided for in the MOU. In 1998 the MOU established a uniform policy in the region for the control of the implementation of the ISM Code. This situation has forced Korea, a member of the MOU, to employ appropriate policy means to enhance her PSC inspection rate from 14% in 1997 to 50% in 2000. Various policy problems were discussed and analyzed by the ways of interviews and surveys for this study. The author suggested practical strategies: 1) expansion of manpower by recruiting about 40 new PSC officers (PSCO) by 2000, 2) improvement of PSCOs` expertise through overseas training and exchange of visit programs, 3) provision of detailed PSC guideline, and 4) budgetary allocation for the PSCOs` transportation means.
