The environment of fishery extension service is changing rapidly due to the market opening in fishing, declaration of EEZ in the surrounding countries, etc. Extended service should be adapted to this new situation. For the adaptation of extended service to the new environment, this study reviews the current state of service in the fishery and extracts problems through questionnaires to fishermen and service officials. Especially, this study analyzes the validity of transferring the service from central government to provincial government which is now under consideration. Considering all these situations together, this study suggests the policy direction to enhance functions of the extended service. The suggestions for the enhancement of the service are follows. 

 - Establishment of extended service plan and strategies considering the changing environment 

 - Specialization of extended service officials

 - Diversification of functions and contents of service 

 - Diversification of service according to the characteristics of the fishery unit.

 - Development as a regional fishery center - Introduction of incentive systems for the officials involved.
