Korea has favourable geographical conditions for coastal shipping and as a trading nation is in an urgent need of creating global competitiveness by efficiently carrying growing volumes of exports and imports. However the current road-oriented domestic logistics system has become a burden to sustainable economic growth because of its increasing costs together with air pollution, road repair costs and even environmental destruction, thus threatening comfortable living conditions. It is essential for the sustainable national economy and public welfare to shift to coastal shipping. Under such conditions, the research focuses on an analysis of constraining factors of coastal container shipping. 



The research covers the potential of coastal container shipping of export and import container cargoes originated from Seoul-Inchon area, comparison of relative advantages between road and coastal shipping, survey of customers` recognition of coastal shipping, supply conditions and operation policy restrictions of container terminals, structural problems of container shipping market. Next the alternative solutions to the problems were analysed and recommended for policy actions on the parts of the government and the related private sectors.



Among the policy recommendations are included making favourable business conditions such as timely supply of coastal container berths in Pusan and Inchon, their efficient operations, financial support measures to build economic containerships, promotional incentives for operators and environmetally friendly logistics policy on a national level. On the other hand, the operators have to make concerted efforts in order to supply quality services, better prices to the customers and pursue close partnership arrangements between coastal container shipping operators and ocean going carriers.
