Currently korean ports are developed and managed by national government. Port Authority, which is a ministry of central government, has been contributed much to the development of ports during the past 4 decades. Current national port system, however, has also some problems to be overcome for the further development in the 21st century. 



In the past, municipal government has not participated in the management of international ports in Korea. However, in near future, municipal government might be participate in the port management. But type, scope and method of the participation is not clear yet. However, the possibility of the participation by municipal government in port management might be increased. Therefore, it is necessary to analyse the types, scopes and methods for municipal government to take part in the port management. 

Main purpose and contents of this study are as follows; 1) to investigate the reason why municipal government should be participate in port management 2) to suggest the types, scopes and methods of participation for municipal government 3) to recommend the policy for municipal government to accumulate port management know-how.



Through the analysis, following facts were founded. 1) it is necessary for municipal government to participate in port management in Korea in near future. The reason is various; to meet the needs to coordinate city development plan and port development, reflect the opinion of the regional society and citizens to the port plan. 2) scope of the participation is various. The most simple one is the type which is to suggest the opinion of the municipal government to the port development plan. The most advanced one is the type which is to undertake port management directly. 3) participation method should be different according to the scope of participation. The most simple one is to send its representative to the port board, and the most advanced one is to set up new port management body. 



From the analysis, the following conclusion was derived; 1) municipal government should endeavor to secure manpower, sufficient financial resources needed to establish port management body and accumulate know-how 2) municipal government should also have the opportunity to train and educate its staffs for the level up of their know-how 3) scope of the participation by municipal government should be extended step by step 4) national government should also provide the opportunity for the municipal government to participate in the port management.
