Currently, the Ministry of Marine Affairs and Fisheries (MOMAF) is conducting the Korea Sea Grant Program (KSGP) for increasing the basic ability of value-added ocean industries from 2000.  However, this program is on example stage in terms of management system, budget and way of conducting program.  So, based on the evaluation of the Korea Sea Grant Program, the long-term development strategy must be established to improve the KSGP for the future. 

  As a case study, Sea Grant Program of USA is analyzed and its policy implication for Korea is derived.  Also, other Ministries` R&D programs are compared with KSGP.  In addition, the view of marine technology development and future research subjects are found through the specialist meeting.  Based on results of these analyses, KSGP`s long-term development strategy is derived.  

  The principal direction of KSGP includes the business propulsion of synthesis program unit, business propulsion of major university for KSGP in local area and business propulsion of responsibility system of program director.  The propulsion strategy of KSGP is unification and adjustment of many R&D programs in MOMAF and the main office of each program must run independently during project period. Also, for choosing the title of research program the title must be decided by the forecasting of long-term marine science technology.  Moreover, the results of the project conducted with universities and industry must transfer to the industry that is an actual demander.
